Web video gives the viewer an experience.  The length is not as important if it keeps their interest, but secondly the cost may not be as great as you'd think.  Video can be down right affordable.

With video you get a chance to add emotion to your message more directly.  They will get involved more thoroughly and may prompt them to do something - call to action - more directly.

Even though the broadcast industry is very expensive, it does have good examples of some techniques that can help you with your web campaign.

Fancy effects do more to the cost than the effect.  The broadcast industry is a form of one-upmanship, so don't focus on the special effects; get focused on the message.  Writing, casting, music, performance have the most impace on its effectivness.

Ultimately, Web videos are about connecting: connect in the sense of contacting an audience on an intellectually or emotionally.
